Hello MFRW Officers and Chairs, Club Presidents and Interested Others,

Attached is the MFRW Weekly Legislative Update for 4-15-2024. 

The 2024 General Assembly Session is OVER!!! We are grateful. My most sincere thank you to each of you for actively testifying, sending emails and making phone calls to legislators in support or opposition to bills of concern.  We were pleased to work with other groups to multiply our voices and effectiveness.

Some of our biggest wins are under the category of stopping bad legislation includes the following bills that did not pass this year:

HB 403 (SB443) End of Life Options Act.  Physician Assisted Suicide.

HB423-Montgomery County-Voting Methods – Approval Voting or Ranked Choice Voting.

HB558 – Primary and Secondary Education-Comprehensive Health Education Framework.

HB615 – Education-Prohibited Behavior in school, or at school activities, or on school property by students at the school they attend, or at a sponsored activity at another school.  Applies to elementary, secondary, or higher education institutions.

HB1070 (SB1093) Establish Transportation Facilities Overage Account (TOFA) in TTF; Requiring MTA to fix, revise, charge, and collect fees, tolls, and other charges for use of transportation facilities to maximize revenues and distribute the additional revenues to the TFOA.

A bill that was amended to be less objectionable is HB 785 – Freedom to Read Act. As passed Enrolled it removes the threat of withholding funds from school libraries. It allows school libraries to have a process for objecting to library materials that students, parents or staff believe to be inappropriate.  

In addition to the 120 bills Governor Moore signed last week, additional bill signing ceremonies are scheduled for: April 25th at 11 a.m.; May 9th at 11 a.m.; May 16th at 9 a.m.

Any messages to encourage vetos or approvals need to be sent sooner rather than later since we do not a list of the bills to be signed by date. 

If you want to check on whether a bill has been signed go to the General Assembly website under the menu banner “Session Information” and choose “Bills Enacted by Chapter”.  You can also go to the individual bill listing.  If it has been signed it will have the “Chapter number” under the Bill Number.  

Attached is the final MFRW Legislative Update for the 2024 Session.  It is also posted on the MFRW Website.  My most sincere thanks to MFRW President for updating the status of bills daily and posting them to the website.

Also attached is the House Republicans Draft Summary of Legislative Issues and Actions that provides context for many of the issues that we have been concerned about.

The MFRW Spring Board Meeting is scheduled for Saturday, April 27th at the Clarion Inn in Frederick.  I hope you can attend this important meeting.
